Google is constantly trying to improve it’s search algorithms to show the best results for what their visitors are looking for. Therefore, it appears as though Google is trying to clean house of all non-active and non-verified Google+ businesses to make room for verified, active pages by businesses that are involved in keeping their data accurate and current for their potential customers.
The explicit deadline is a call-to-actions for businesses that haven’t been actively involved in their Google presence by announcing the date of July 28th. By announcing the deletion date of inactive Google+ Pages, they hope to get more people who create quality listings and remove those who don’t.
